Not sure how I feel about this. I realize it requires proof that the driver was actually doing something wrong, but something is wrong when a guy was doing nothing and got killed. Certainly tragic, but isn't it proof that the teen was inattentive to her/his driving?
A teenage driver who struck and killed a bicyclist in July will not face any criminal charges in the man's death, but only have to pay a $42 traffic ticket, police have decided.

I think a lot of that comes from how safe cars have become for the drivers. One of the arguments I read frequently is that in a physics battle between cars and bicycles, a car will always win, therefore the burden is on the cyclist to be more careful (which is usually followed by a "bicycles shouldn't be allowed on the road").

I think that level of safety makes collisions like accident seemingly less of a problem for the city, and more of a personal one for the driver. The notable exception being when the driver is intentionally irresponsible. Hopefully "distracted driving" will fall under the umbrella of DUI, DWI and the like.
