From a Pokemon RPG and golden rule bs.

GMs should of course feel free to make adjustments to a Pokémon’s Capture Rate. If a Pokémon WANTS to be caught, the Capture shouldn’t fail, for example. Or if a Pokémon is simply way too powerful compared to average level of Pokémon held by PCs, the roll may fail even when it otherwise might not. If a species
is particularly rare or common in your setting, you may create your own Rarity modifier

The part in italics make sense right? The part in bold seems to be just there so that you don't break the leveling curve. I wonder why you would introduce that Pokémon into your game then though?

Looking for a Superhero name
This is for a Masks character I will probably never play.
I just really like this idea but I have no idea how this superhero would be called.

Hernando is the son of The Mouse - a superhero working in the Gotham/Hell's Kitchen equivalent of the setting. I see her as a functional Batman.

She can shrink and telepathically control mice and uses these abilities mostly for surveilance. She isn't that much of a fighter but can find evidence for nearly every crime and than works with the justice system to have the criminal brought in properly.

Her son Hernando has inherited her shrinking powers but is much more of a hothead than his mother. She doesn't jet trust him with the tech to control the mice but on the other hand he hasn't told her that he can grow in size as well, fearing that she would forbid him from using it. The Mouse of course knows that her son might have this ability and never told him, knowing that growing can put immense pressure on his body if not done cautiously.

So we have a latin american (half japanese) Ant-Man knockoff character who is a hothead and much more prone to action than the Ant-Man before him.

I was thinking Mighty Mouse but that is too on the nose.
