This is speculation. If the technology had been designed to be under the driver control as discussed above, I speculate that the accident would have been avoidable. What we know for sure, that there have been fatal accidents with self driving cars. Thus the technology is not secure at all.
And as pointed out before, the self driving cars implement a society which the majority of people will not wish at least in the USA. As concluded in a recent MIT technology Review we will therefore such self driving technology never get as a mainstream technology. The Google project is doomed to fail, as many Google projects did. It is not enough to perform adequate, one need to perform outstanding to win the market.
