From 1982 to 1993, Albright was a foreign policy wonk with Georgetown University. She was also a Democratic Party advisor for foreign policy during that time. She was appointed to US Ambassador to the UN in 1993, and to Secretary of State in 1997 serving until 2001.
Saddam Hussein began making overtures to switch from the petrodollar to the euro in 2000, and started gaining interest in the idea in 2002 as EU countries began to see that it might benefit them.
Kuwait was invaded by Iraq in 1990 - 7 years before Albright had any official capacity to signal US approval, and 10 years before Hussein began to break from the petrodollar.
