Ugly websites and interfaces also implies neglect, lack of budget and poor skills. For example, If a web design looks like it is from 1999, I bet that you will feel that you are visiting an outdated website and without scanning or reading you may think that the content is not very useful.
I'm building a small web app at the moment, and so I've taken the opportunity to give Polymer 1.0 a proper test drive. The question I was asking myself: can I get all these goodies without making users pay a huge performance cost?
Progressive Enhancement is for users what Responsive Web Design is for devices. RWD tries to cover smartphones, tablets, desktop computers, etc, while PE covers users with little technical knowledge, disabilities, experienced users, casual users, etc.
