+Jeff Pineda The 50% for rivers, streams, and wetlands are not counted in the "human use" category. That is because we need to allow all the other creatures we share this land with, to have some water. Emptying every stream would kill off numerous species including California's economically valuable salmon runs. The fishing communities from Santa Barbara to the Oregon Coast depend on healthy fish, also a source of food and an economic engine for the state. Lots of competing interests. What TIME doesn't mention is almonds being planted in desert regions of the states that should only be used for annual corps in wet years, like tomatoes. There needs to be a crackdown on the "Almonds for Export" business until the drought is over. They use 10% of the water.
