If I check https://www.paperfreebilling.com in http://www.feedthebot.com/tools/gzip/ it says it's enabled.

If I run it through http://www.feedthebot.com/pagespeed/ that report tells me I need to enable compression, and points me at the compression page http://www.feedthebot.com/pagespeed/enable-compression.html which is where initially got the htaccess code to enter before testing it in your gzip tool..

One of your pages is not reporting something correctly, I guess?
