There are some disappointing rough edges in the recent F#4.0 release -- installing VS2015 RTM, and looking at the About dialog, it says

"Visual F# 2015 RC 00322-80000-00000-AA670 Microsoft Visual F# 2015 RC"

Installing the F# 4.0 tools RTM makes no difference.

And installing the F# 4.0 tools on a machine with just .net 4.6 already installed appears to work; but when you start fsi.exe you get

so it's clearly not looked for its dependencies.  At this point I wonder what the point of the stand-alone bundle is, since MSBuild became a part of Visual Studio a while back.

Copying these v14 files from a VS2015 machine

Microsoft.Build.Framework.dll
Microsoft.Build.Tasks.Core.dll
Microsoft.Build.Utilities.Core.dll

into C:\Program Files (x86)\Microsoft SDKs\F#\4.0\Framework\v4.0 gets the interactive session to work, at least in a somewhat "Hello, World!" example.

Simply put -- it's two bunches of armed extortionists (one less efficient at the extortion than the other) squabbling over the spoils.
There's one really rather simple reason why this Greek debt problem is so intractable. It's one that is obvious, but isn't generally pointed to.
