A few thoughts... more like questions really...

While there may be 'research' that suggest "that we humans are lousy at task-switching" maybe the human mind is capable of evolving to a point where multi-tasking becomes optimal

Is it possible that Toyama & Steyer present on topics that are sufficiently compelling that their students find their devices to be somewhat distracting

Are two seemingly accomplished professors a reasonable 'sample' from which it can be determined that students appreciate banning devices.

To what extent is 'old school' thinking & unbending pedagogical practices setting classroom policy. I direct you to the second from last paragraph in which Steyer's elitist remarks reinforces this notion

A truly engaging topic and pedagogical style should preclude students from 'lighting up' their mobile devices

There is recent research that suggests students have indicated they use their smartphones primarily to research classroom topics, take notes, etc, the exact opposite of the position posited in this article
I'm sure there are more 'talking points' but I have exhausted my current supply of coffee...
