This 30 min podcast is an interview with Vint Cerf on one of the most important issues surrounding international governance of the Internet in at least the last five years if not a decade. While Vint as an employee of Google has a big stake in this outcome, he is correct in stating that allowing governance of the Internet from the ITU won’t include  important stakeholders such as the technical community and private industry.  One sees proposals to limit specific types of speech (e.g. the current anti-Muslim video) and  a mandatory framework that would encourage a sender pay model (e.g. YouTube needs to pay governments for the use of their networks to deliver video) for governmental income generation. This could balkanize the internet along nation-state lines. Because the ITU basically gets to vote itself powers, I can’t see an outcome where the ITU won’t claim this ability.
