I have a circle called "Legal informatics" where I put people that I think might be interested in matters pertaining to law and IT. This is to avoid boring other people that have no interest in this. But some people outside of this circle might be interested without me knowing. For now, I have been posting the occasional legal informatic to Public, and adding people that react to these to the Legal informatics circle. Ideally I'd like to make the circle public and allowing people to add themselves, but that's not really how circles work. Suggestions on how to handle this?
