An update has been made on the following story:

Update has been posted our yesterday's story....

...The point of these posts is to educate so we, as the Vigo County and Indiana communities, can come together to solve our problems in relation to the Indoor Environmental Quality (IEQ) in our schools. Which brings us to our first of many things that went wrong during the remediation of the West Vigo schools:

No one addressed the IEQ in these buildings.

I realize that some might argue this point, but it's true. While there were some ceiling tiles tested for asbestos (turned out they weren't containing asbestos) and while there was some air testing for mold, neither addressed the overall IEQ. You see: There's a difference between air quality (IAQ) and environmental Quality (IEQ) in a building....

After three weeks of requests for information and after three weeks of not getting that information, I can now say that I've finished my investigation of the mold problems in our West Vigo County schools. For the past 2.5 months:

1.) I have spoken with people at the Vigo County Health Department, West Vigo High School, members of the Vigo County School Corporation, Indiana State Department of Health, EMSL Analytical (laboratories), and parents, grandparents and students of the West Vigo High and Middle schools.

2.) I have, also, reviewed months of papers regarding air and surface sampling performed by Barton Environmental Consulting, LLC, ACM Engineering & Environmental Services, and the Indiana State Department of Health. (Air sampling for mold; surface sampling for asbestos.)

3.) I have, finally, reviewed occupational safety and health laws, discussing them with the Indiana Department of Labor, industry-based standards for mold and moisture, as well as Indiana state laws regarding asbestos and mold.

When determining if the occupancy of a building is safe, an inspector (i.e., the industrial hygienist) will carefully review the building history, the building condition and other factors (e.g., samples collected or other measurements and observations made) to determine if a hazard exists and to what extent that hazard poses a risk to those occupying the building. So, to help you understand how to go about answering the question - “Is it safe to be inside this building?” - I will provide you some insight into the process of hazard identification and risk assessment. This should help you evaluate potential Indiana contractors (i.e., those inspectors and industrial hygienists) for your needs.

Since we began looking into the mold issues at West Vigo schools, we've been contacted by a lot of Vigo County residents, concerned with things like bugs in food, mold in other schools, bats in schools, and other Indoor Environmental Quality (IEQ) issues. Jason Yost, our industrial hygiene manager, has, also, spoken with representatives with the Vigo County and State of Indiana Health Departments. . . . On "August 27, 2016" mold sampling was performed - yet again - at the West Vigo County schools - by the same company who performed the previous... Today, I received copies of the air sampling results and reports on the West Vigo County Schools from the Vigo County Health Department. (This information is public information and anyone can obtain copies from the Health Department.) After careful review of available data and these laboratory results, I am writing to you to update you on my professional opinion.
