Forgetting a human being locked up without food or water for days is inhumane and grossly negligent. They can't simply say "Damn, we starved you for 4 days? Our bad!". I'm $ure they can do better than that!
Human rights violations are intentional acts. And I completely agree that they should be punished (not necessarily monetarily however)...
