A ‘DIGITAL’ NARRATIVE FOR ‘STRUCTURAL REFORMS’
Gutenberg’s printing press took over a century before its true impact began to be felt. But as we think about future policy my advice to policy makers was: “think less about digital, and more about the economy".

Spanish publishers persuaded politicians to adopt a supposedly anti-Google 'links-tax'. Google claims it makes no revenues from News, and announced the closing of  its News service in Spain. What was more interesting to me was the second comment on their blog:

It is disaster for the PR sector, as Google News is our main tool to collect pieces of coverage from our clients.

So Google News was creating value for someone, by substantially eliminating costs for the PR industry, and as such creating cheaper clippings for all Spanish businesses. Newspapers will no doubt claim that that value was accruing without any benefit to them, not least as neither the PR employees nor their corporate customers are so receptive to advertising when working.

Newspapers would prefer to charge according to value created, but that's pretty much what DRMs sought to do for the film industry, with little success.

But it does perhaps explain why paywalls have succeeded for some. News coverage is valuable for those at work, and this is a way to get them to pay. Meanwhile the humble citizen can make do with all the other news content online (unless big media get laws passed that make every publisher invisible).

No doubt +Jeff Jarvis will have better ideas for how to grow publisher revenues.
