What Elon Musk did is simply say that we can do much much better than a proposed solution. But there is still much to do and he's not going to do it.
Feels like a unique challenge situation has been created. It wouldn't surprise me if Musk receives a bunch of startup / research proposals and ultimately funds something.
Feels a little like the Tricorder XPrize which went from science fiction to a $99 medical device in only a few years.
The question is not how, what, where or why, but just WHO will do this. I hope.
