It's not a matter of vocation, its a matter of calling (Eph 4 & 1 Cor 12). The term priesthood emphasized in the article is not about the function of the Christian but rather that the Christian no longer needs a Levitical priest to be in union with Christ. The Christian is now free to approach Christ on His throne directly without the ceremonial law which Christ fulfilled. So with Baptism it should be done by the person Christ called to be the shepherd in the local visible church.
