Developed countries have less than 48 hours to meet a deadline to reveal what levels of greenhouse gas reductions they would be willing to accept under a UN deal.

So far, only the EU’s 28 member states, Switzerland, Mexico and Norway have released their figures, which account for around 13% of annual emissions.

The UN-backed Green Climate Fund is ready to start considering funding proposals "very soon".

These are to help poor countries develop in a low carbon way and adapt to the impacts of climate change.

But after a tense 3-day meeting that ended after 4am, there was no guarantee coal plants - the most polluting use of fossil fuels - couldn't qualify for cash.

The internationally agreed target for preventing dangerous climate change is “utterly inadequate”, a leading scientist has warned.

Governments have committed to limit temperature rise to 2C above pre-industrial levels, a goal that requires steep cuts in greenhouse gas emissions.

But a meeting of scientific experts and negotiators at last December’s UN climate talks in Lima concluded that was unsafe for much of the world’s population.

The world’s top insurance companies have it in their power to deal a hammer blow to the most polluting form of energy production in a stroke – if they refused to provide cover for the coal industry.

That is the view of Jeremy Oppenheim, a director at consultants McKinsey and head of the New Climate Economy project, who said this would also protect insurers against future risks posed by climate change.
