We didn't want out UI to be hampered by the likes of IE8 and below so we designed for modern browsers IE9 and up, latest versions of the rest. For older versions we prompt our customers to upgrade their browser and we give them the option of click on a button to install Chrome Frame (no admin privaleges required as it's a plug-in). We have our meta tags setup for Chrome frame and have tested it and it works wonderfully.
Now what? How am I going to deliver the app experience to IE8 and below users? I understand that those that have already installed Chrome Frame will not have an issue. How about someone new that tries to access the site after Jan 2014?
We can't force any state agencies, government offices, schools or companies to upgrade their web browsers. We didn't want to spend all the additional time to create a completely different version of our web application for legacy browsers.
What's the solution here that doesn't involve a whole new development project?
In fact it tells you less and it requires you to either download horrible, adware riddled software or go to sites and fill out questionnaires.

Mr GGuides Mobile: You only wish to get people to further your ad revenue by filling out the forms or downloading software riddled with adware. I call you out. I will also be reporting this video to Google as a scam.
Everyone, stay away from any of this guys "guides".
It COMPLETELY kills the fun of the game. It makes all the work the developers are doing on the game useless because the close-knit relationships between obtaining items and other gameplay are now all broken.
Keep running these hacks and you'll end up killing this game and the other ones you run hacks on because people just will not buy or play them anymore.
One reason I hate playing a game I love, Battlefield. So many hacks and people running those hacks on Battlefield 4 that between the hacks and the bugs, it's no longer any fun.
Keep it up hack-running losers.
