To truly boil this down to some useful (and easier-to-calculate, or guess) metrics:

Quality Debt: Number of reported but not-yet-repaired severe defects.
Design Debt: Story cycle-time; i.e., how long does it take for the average user story to get from sprint plan to DONE done?
Testing Debt: How long does it take to fully regression-test all features since the inception of the product? Real calendar or wall-clock time.
