Just curious on the numbers - the 70% under funded number - is that from experience or do you have some Gartner study (or some other such) that produced that number? 
Nope, that's one for Chokey the Chimp.  70% project failure is one of those crap facvoids generally accepted, based mostly on the discredited Standish reports.  Then I extend it with my premise that they fail due to underfunding.  I should let Chokey loose on myself
The vast majority of what you said there is so true and something I am trying to get through to my current client. I sense a sharing of website with a few people.
