Yes, we need to abolish leap seconds. They're problematic in computer systems which rely on a linear definition of time to place events in chronological order.
The article reads "When the UK government did a survey of government agencies, they couldn't find anyone who was concerned with leap seconds." Hmm, maybe the fact you asked GOVERNMENT agencies, meant you were asking the wrong people?!
