According to the National Oceanic and Atmospheric Administration (NOAA) Great Lakes Environmental Research Laboratory, about 94% of Lake Superior is covered with ice, enabling thousands of people to visit the islands on foot for the first time since 2009. The Great Lakes, which contain one fifth of the world's surface fresh water, are 88% covered with ice. Picture taken February 14, 2014. REUTERS/Eric Miller

U.S. President Barack Obama will lay out a new go-it-alone approach in State of the Union address on Tuesday, in an effort to bypass congressional gridlock caused by political partisanship and the competition for voters’ approval. Among the topics expected to be addressed by the president are expanding pre-kindergarten education, income inequality, unemployment, raising the minimum hourly wage of federal contracted employees, and immigration reform. http://reut.rs/1d5wImw

Reuters will have live video and blog with contributions from our Washington, DC bureau: http://reut.rs/sotu2014

You can watch the action starting in earnest at 8:00 p.m. ET, as lawmakers, family members, and other invited guests file in to take their seats and await the arrival of the president.  The SOTU address begins at 9:00 p.m. ET.

A winter storm that froze the U.S. southeast in its tracks pushed north on Thursday, with driving winds and heavy snow snarling travel and closing many schools from Washington to Connecticut, creating havoc for winter-weary parents.

Hundreds of thousands of Georgia, North and South Carolina residents hit by a heavy blast of ice a day earlier remained without power as the storm made its way up the coast, closing much of Washington and threatening to drop up to 18 inches of snow in some areas.

Prime Minister David Cameron said on Friday he was confident he could renegotiate Britain's relations with the European Union to allow it to remain in the 28-nation bloc.

In some of his most pro-European remarks to date, Cameron told the World Economic Forum in Davos that changes needed to make the euro zone function better meant the EU would need to alter its treaties. That would give Britain an opportunity to recalibrate its own relations with the EU.
