Xeon AES-NI plus RSA-DHE hardware implementation is well documented by Intel. Here again Google shows plenty of links.

The idea to migrate encryption and key generation, key exchange (and NSA master keys) into hardware, to make it OS independent goes back to a CIA paper from 1993. Intel now made that possible by integrating FPGA into Xeon chips. Means: TPM 2.0 now deeply sticks in Xeon chip itself.

Lookup Intel Xeon AES-NI documentation in Google.

Finally, Intel chips now, by default, come with NSA rootroot certificate burnt into hardware.
