The idea to migrate encryption and key generation, key exchange (and NSA master keys) into hardware, to make it OS independent goes back to a CIA paper from 1993. Intel now made that possible by integrating FPGA into Xeon chips. Means: TPM 2.0 now deeply sticks in Xeon chip itself.
