With the new pricing plans, Verizon and AT&T are trying to control consumers.

In other words, they don't care about data usage now that they're charging bucket loads for data.
I did the math and on AT&T it looks like we would pay the same if we moved to the new structure, which is not forced like on Verizon. 
cell phone bills have been the same dollar wise for at least 12 years now with the amount of minutes/texts and now data going up.

why did anyone expect the price to drop?

if you want cheaper price go prepaid and give up the retail stores, decent support and subsidies
