Speaking at an ARPA - E event Bill Clinton outlined several ways to reduce methane, reduce carbon and increase energy efficiency. One program he promoted which has gained a lot of traction in the past few months in California is PACE.

“Focus on being more systematically effective in energy efficiency,” urged Clinton. “Once people know the facts, no one is against this, but there are too few non-college-educated people that understand the huge impact this could have on their future.”

If your community has not looked into PACE maybe it should. It is a tax assessment type of financing that allows the energy savings to pay for the installation through long term low interest finance. Essentially no money out of pocket to improve your bottom line and pay for capital improvements.
Transmission constraints, energy efficiency financing and methane capture are no problem for the former president.
