Dear Parkhurst or Parktown North resident

APPOINTMENT OF SINGLE SECURITY SERVICE PROVIDER

As you may or may not be aware, SafeParks, the successor to Parksec, has been involved in the selection of a single security service provider to provide public space security to Parkhurst and Parktown North.  This process has now reached a stage where a recommended provider has been identified and we need confirmation of the community that they support the conclusion reached.
We intend holding public meetings on Thursday 26 February 2015 and Wednesday 4 March 2015.  The venue will be confirmed during the course of the week.  Please make every effort to attend and get your neighbours to attend as this decision will materially affect the rollout of a new security solution for Parkhurst and Parktown North

1    Summary

Pursuant to a comprehensive procurement process which involved evaluating proposals from 6 service providers, 2 preferred bidders, Cortac and CSS Tactical were selected.
After soliciting best and final offers from these bidders, a preferred supplier has been selected.
We will be holding two public meetings on Thursday 26 February and Wednesday 4 March 2015 from 18h00 – 19h00 (venue to be confirmed), to give details of the selection process and to confirm resident support for the implementation of the selected service provider.
It is important that all the residents of the community attend one of the two sessions, as community support for the implementation of the outcome will play a major role in securing the safety of us all in Parkhurst and Parktown North.
Please talk to your neighbours to ensure that we get significant attendance at the two events. As with recent the Vumatel project, this will only work if the whole community stand together and take ownership of our future.  The meeting will be broadcast on live streaming for those that cannot attend one of the two meetings.

2           Detail

As announced in November last year, Parksec joined forces with the Parkhurst Residents and Business Association (PRABOA) to form "SafeParks" an umbrella body which has assumed responsibility for public space and other security in Parktown North and Parkhurst ("the Suburbs").
Since 2008, Parksec has been responsible for the implementation and management of a proactive security scheme in the Suburbs.  Parksec's appointed service provider since inception has been Cortac, which was appointed pursuant to a comprehensive tender process at the time.
In accordance with the principles of good governance and as part of the SafeParks initiative, it was decided to go out to tender for the re-award of the contract to provide the security services to the Suburbs.  Once again, a comprehensive process was followed:
An evaluation committee (EC) comprising 3 representatives from Parkhurst and 3 from Parktown North was formed.  In addition, an independent security advisor, Michael Lever, was appointed to assist in the drafting of the Request for Proposal (RFP) and advising the EC on the technical aspects of the bids.
PRABOA had previously issued a Request for Information regarding security services in Parkhurst, to which 6 security providers, 24-7, ADT, Cortac, CSS Tactical, Fidelity and Stallion responded.
A detailed RFP covering the requirements of both Suburbs was issued to these 6 service providers, all of whom submitted proposals in response.  These proposals were evaluated by the EC against the criteria stipulated in the RFP, which included showing an understanding of the crime challenges facing the Suburbs, the deployment of innovative approaches and the proposal of a cost effective service offering.
Pursuant to this process Cortac and CSS Tactical were selected as the preferred bidders.
These preferred bidders were then asked to clarify certain aspects of their bids and to provide more information regarding their proposals and pricing in a Best and Final Offer (BAFO) stage.  As part of the BAFO process, each of the preferred suppliers was given the opportunity to present their solution and service offering to the EC.
Both preferred bidders presented compelling bids and the final selection of a service provider was debated at some length.
The salient features of the above proposals and the recommendation of the EC will be presented at the two meetings, whereafter community members will be asked to fill in a voting form to indicate their support (similar to the Vumatel process that was followed in Parkhurst).  We will also be requesting residents to fill out debit order forms, which will only be processed once the scheme commences to be managed directly by SafeParks.

At this stage we would kindly request residents NOT to enter into any camera monitoring or guarding contracts pending finalisation of the final appointment of the single security provider.
