One in three Americans will be diagnosed with cancer in their lifetime. 12 years ago the Charbonneau Women's Niner's Golf group in Wilsonville started the annual Pink Ball Tournament. It is now one of Charbonneau's largest golf tournaments. The tournament raises money for the Phil Knight Foundation at OHSU. This year the event will be held on September 12, 2017. Proceeds raised will support cancer research. O'Neil Law LLC is a proud sponsor of this event. Please consider donating to this important cause.

On Saturday July 15 at Town Center Park between 9:00 AM - 1:00 PM Legacy Trauma Nurses will be fitting and giving away free bicycle helmets for children at the City of Wilsonville's Second Annual Community Health Fair Event.
Yes- in the effort to protect our children from traumatic brain injury-the helmets are all FREE. This is just one of many events and booths at the Community Health Fair put on by the City of Wilsonville's Citizens Academy.
The free bicycle helmet program is supported by generous contributions from Oregon Trial Lawyers Association including O'Neil Law LLC.
We encourage you to bring your children so they can have their heads measured for a proper helmet fitting.
While there, explore the many other booths and demonstrations. It is going to be an outstanding event with the participation of Wilsonville professionals and businesses who focus on keeping members of our community healthy and safe.

We are very fortunate to have within the City of Wilsonville several different organizations that support our children in many ways. O’Neil Law LLC is a proud sponsor of one of those organizations: Wilsonville Little League (WLL). Children who participate have a lot of fun and in the process, gain life skills and values including: leadership, respect, inclusivity, team work, coordination, confidence, and good sportsmanship. Spring season is about ready to begin, and while it may be too late to sign-up this season it is never too late to come out and cheer the kids on. I never knew a Friday evening T-Ball practice in the rain could be so much fun. Please consider sponsoring or donating to the WLL.

Kinder Morgan Pipeline Investigation Update – Recent Violations of Safety Regulations
I. Why This Update regarding the Pipeline Matters to the Wilsonville Community.
This 55-year-old pipeline travels through Wilsonville and is adjacent to schools, homes and businesses. It also crosses the Willamette River less than a ¼ of a mile upstream from the City of Wilsonville’s water treatment plant.
II. Results of Pipeline Inspection Relevant to Wilsonville and the Willamette River
On January 3, 2017, Shawn had an extended telephone call with an official from the Pipeline and Hazardous Materials Safety Administration (PHMSA) based in Colorado. The official confirmed that one Site-Specific Field Inspection of the Oregon portion of the Kinder Morgan Pipeline (officially known as the Santa Fe Petroleum Pipeline or SFFP) was completed. The inspection had been going on for over 3 years. Other inspections of the pipeline are ongoing. Shawn is in the process of confirming whether any of the remaining inspections are focused on the 115-mile Portland to Eugene pipeline in Oregon or relate to SFFP segments in other states.
As a direct result of this inspection and a June 30, 2016 compliance meeting, PHMSA issued a warning letter to Kinder Morgan dated August 25, 2016. PHMSA notified Kinder Morgan that it had violated federal pipeline safety regulations by failing to take preventive and mitigative measures to protect a “high consequence area.” This includes failing to conduct a risk analysis of the relevant pipeline segment to identify additional actions necessary to enhance public safety and environmental protection. According to the US Department of Transportation, “high consequence areas” are areas where the inadvertent release of hazardous liquid or natural gas from the pipeline could have the most significant adverse consequences.
The specific areas of concern are where the pipeline crosses the Willamette River and its tributaries at several locations. In a January 4, 2017 email communication with Shawn, PHMSA confirmed that a significant violation occurred where the pipeline crossed the Willamette River here in Wilsonville. In the warning letter, PHMSA cites Kinder Morgan’s failure to provide Emergency Flow Restriction Devices (EFRD) in these areas. PHMSA noted that EFRD studies performed by Kinder Morgan in 2009 and 2012 recommended that two EFRD enhancements should be installed at some of these waterway crossings. However, Kinder Morgan failed to install these enhancements in violation of federal law. In addition, Kinder Morgan’s EFRD studies in 2009 and 2012 failed to examine all Willamette River crossings. Under federal law it is the pipeline owner who is responsible for initiating these studies, choosing the locations, and complying with any study recommendations. The PHMSA and its inspectors based in Colorado rely on Kinder Morgan to comply. The fact that it took the federal government over 4 years to discover the violation is concerning, but not surprising given the lack of local federal oversight in the State of Oregon.
Shawn is in the process of submitting a second Freedom of Information Act request in order to gather all documents associated with this latest inspection. Once the documents have been received, he will make them available on the O’Neil Law LLC website and the firm’s community outreach portal. The four-page August 26, 2016 warning letter is currently available for your review. This morning Shawn O'Neil presented to a large audience of Seniors at the Lake Oswego Adult Community Center. The title of the presentation:Elder Financial Abuse: An Attack on the Dignity, Independence, and Security of Seniors. This is a continuation of the outreach O'Neil Law LLC began this past Spring on Elder Financial Abuse Prevention.
