The federal court has struck down the concealed carry ban in Illinois — the state legislature now has 180 days to craft a law legalizing concealed carry. "The debate is over. We won. And there will be a statewide carry law in 2013," said NRA Lobbyist Todd Vandermyde.

This is great news.  Hopefully it doesn't follow the bad policies of most of the east and west coast states.  I've lived in MA and NH.  MA has FOID, vague language in the law, and no restrictions of local authority power to deny an LTC.  NH is simple- no FOID, pass the FBI background check when purchasing.  NH LTC permits are $10 and delivered within two weeks or penalties are levied on local authorities for not producing the goods without substantial reason for denial.
Hmmm which state really supports the citizen's rights?  Which way do you think IL will go?

The new legislation needs "shall issue" clause with the penalty for not producing the goods within a reasonable time.
