Help!!!

I've had a website now for over 10 years to promote all things business in our county (Caithness, Scotland - See link).  I'm the sole author of the site, so it's all my fault.  Its developed over the years into a very large sprawling site and I've tried my best to keep up with the times with regards to design and coding but the last couple of years everything web related has accelerated beyond my ability to keep up.

I'm now at the point where my adsense/analytics account is telling me that over 30% of my traffic is mobile and as such with my current setup, I'm losing money.

I'm looking at rebuilding my site (a mix of php, sql, html4, css and javascript) to create a responsive design.

I've looked long and hard for similar sites where I can get some inspiration (I love the new time.com site) but as there is so much work involved in a complete rebuild (plus I have to keep up with the content at the same time).

So, the help I am looking for, is what should I do first, what elements of my current site do you think I should give the highest priority to, what should I just get rid of.  Or, should I have given up years ago and become a plummer?

Its more about time.  I work a full time job (45hrs), I'm admin for a large forum, have a very large (i think) site to maintain (mostly other versions of the business part, but for sports, arts, community groups.  I have a couple of other people who help me maintain the content but when it comes to anything technical it all falls on me.

At the moment I'm happy with the way the site(s) run, its just the design I need to tackle the design and responsiveness of the site(s) I feel we cater to a limited market as it is, due to the sites mostly only being of interest to a small geographical area but I don't want to lose any visitors because they don't like the site on their phone/tablet.  I don't like the site on my phone :)

I have a million and one things I'd like to add to the content but I don't want to go any further until I've tackled the mobile problem.

Thanks Grant, I switched from Spotify (full volume) to this vid and now my tinnitus (you feel my pain) has a new tone today.  Good thing, bad thing?  I'll tell you when I wake up and all the sound is shiney and new or very, very screeachey!!!
