Indeed, little knowledge is dangerous…

The Dalai Lama never said that Tibetans in exile don't need political parties as you claimed. At the contrary, if we believe the NDPT's documents, in 1990 he urged the Tibetan Youth Congress to take the initiative to form a party (http://bit.ly/1bnztRh). The Dalai Lama only declared that when it comes to political parties, he would prefer "that monks and nuns not join — in order to ensure proper democratic practice." (http://bit.ly/1ey6UWr). Note that in this interview, he also stated that the "Dalai Lama should not be partisan either, should remain above”, something which he's clearly not doing as Jamyang Norbu wrote…

As for Bhutan democracy, even Bhuchung K. Tsering, a strong supporter of the Middle Way Approach, gave it as an exmple for Tibet in a blog post of 2010 entitled "The Nature of Tibetan Democracy, by looking at Bhutan" (http://bit.ly/bNXMpT).
