"Insurers have been pounding the drum for a firm promise on the ObamaCare payments, known as cost-sharing reductions (CSRs). President Trump has threatened to cancel the payments, potentially causing chaos in the insurance market, as a way to bring Democrats to the negotiating table.

The payments reimburse insurers for giving discounted deductibles to low-income ObamaCare enrollees. Without the funds, insurers would have to spike premiums or drop out of the market altogether."

"People who do not make much money, and who are less likely to have health insurance, have especially benefited. While the national uninsured rate has dropped by 6.3 points since 2013, it has dropped by 8.9 points for those below the federal poverty level and by 12 points for those whose income is between 100 and 200 percent of the federal poverty level."

"We used data for fiscal years 2010–15 from the National Association of State Budget Officers and a difference-in-differences framework to assess the effects of the expansion’s first two fiscal years. We found that the expansion led to an 11.7 percent increase in overall spending on Medicaid, which was accompanied by a 12.2 percent increase in spending from federal funds. There were no significant increases in spending from state funds as a result of the expansion, nor any significant reductions in spending on education or other programs."
