The Google Fi app came out in the store Play store today. Without an invite, you can't do much though. There is a phone number listed for customer care. I called the number, 1-844-talk-2-fi, and talked to a Google Fi representative. He said they sent out the first 100 invites today. He also said they aren't sending out Sim cards yet and the only way to get Google Fi is to order a new Nexus 6 from Google Fi with the Sim card included. He said they will send Sim cards separately at some point, but he didn't know when. Pretty lame if it's true. Not only is it limited to one phone, in one country, but it's not even available to people that already own that one phone? Even people like me that bought it unlocked and don't have a contract? Lol, I guess Google is really taking this slow.
