Ok, HL is a road on the ridge, I think; the tan areas are brown fields from the town below; and the blue-black blotches are water reservoirs...maybe!
 
Hmmm... what appears to be a road looks awfully lush, especially on the down slope below it. And it does appear that there are many little streams, rivers, tributaries, as well as a dammed reservoir (top/left of development). Typical of these quizzes... could be a lot of places. From New Mexico to New Delhi to New Zealand?
