The dalits do have a lot of problems in certain parts of India. The country needs to take care of these just on humanitarian/fairness/equality grounds. But this article by an Indian author is sheer pandering to the West or grinding some personal axe. Why not ask a more serious question, "How come no one from the Black Lives Matter movement is picked for the award?" which is more important than asking what Modi does by way of congratulating. The award to Krishna, particularly, is an act of absurdity in many respects and, if Krishna is decent, he should decline it. He has not done anything worthwhile other than raise unwanted controversy. I can't comment on the other awardee for lack of knowledge. The lady who wrote this will do well to read "Breaking India" and stop selling her soul for money or fame as by this article.
