If you raise the appraisal de minimis threshold -- it's current $250,000, $1 million for commercial properties -- then yes, of course, risk will increase, both for the borrower and the lender. Around 77% of chief appraisers and fee appraisers oppose raising the limits (so does the Appraisal Institute).
