Willie Neumann suggested to me that Facebook bought Instagram to get access to the 30 million user's EIXF location data from the photos. These users are also likely to be facebook users. I think he is on to something... But at 30M users, that is only 3% of facebook users. Instagram added another 10 million users in the last 10 days... 1 million a day! Now they have 5% of Facebook users. Price per user for location data at purchase was $33/user and now it is $25/user. At this cost and ad rates, if they can get those users to each click on 5 localized advertisements, they break even. 1 Billion might not be a bad deal.
