+Mike Campolattano translating your keywords into the language of country/minority XYZ and calling that good SEO is a very, very bad idea. Totally agree with you!
In Holland we actually have some good (and funny) proof of why it won't work: a well known Facebook page which translates typical Dutch sayings into English... and the results make no sense at all and make us laugh out loud. The page's called make that the cat wise. Behavior changes based on a minority's culture and every language has sayings that are unique to that language. As a result, search behavior differs as much as the cultural differences between your country and your neighboring countries.
I have had the pleasure of working with the team at SEO New York and have to say that the level of expertise and attention to detail were very impressive. I was extremely won over by the results we were able to attain for our mutual client and am very excited to work the guys over there again in the near future.
