This would be devastating if it goes through.  Just to illustrate the mentality of those instigating this measure:

 "This isn't against libraries. Hell, my wife has a library card. I live, like, half a mile from a library," Voelker said. "The problem is, it's a matter of priorities. Libraries aren't bad, but in lean financial times, you can't be spending all your money on luxuries like libraries when you have other critical needs, like roads and jails."

Jails wouldn't be a "critical" need if libraries had more funding.  I work with many people who don't find libraries a "luxury," as they provide basic core services, such as access to a computer with internet access.

Radical librarians see librarianship as a chance to make a positive difference in their community. They see their mission to not simply promote reading, or to inform a community.
