Haskell on Windows users: MinGHC has a number of changes planned, and it would be great to get some testing in advance. These changes are discussed in https://github.com/fpco/minghc/issues/43, with a summary being:

* Include PortableGit, which upgrades us from an out-of-date msys1 to msys2 (plus provides Git, GPG, and wget).
* Install to a user-local directory instead of Program Files.
* Place the $APPDATA\cabal\bin directory before others in the path, meaning you can upgrade cabal-install and other bundled tools more easily.
* Internal changes to the generation procedure, which likely aren't interesting to anyone but +Neil Mitchell and myself.
