Close to home. I'd say sell the water when it's a good idea, not the rights to the whole lot. Seems politically shady. 
The company has hung on for six years, enduring legal challenges and public protests as it awaits the chance bottle and sell water from Oxbow Springs. Now, the company hopes to speed up the process with a new tactic that could also eliminate public impact from the equation.
