As I said, this morning's Students for Liberty debate was a double-header. Here's my two minute opening statement for Topic #2: War. Pacifism in 4 Steps 1. In the modern world, there are no wars of "self-defense." War today inevitably means deliberately or at least recklessly killing many innocent civilians. Hey Besheer!  It is definitely extreme to claim there are aren't any wars of self-defense so I won't defend that claim.  But in the majority of conflicts (perhaps all of them?) both sides are able to see themselves as the ones practicing self-defense.  This leads me to believe we should be more skeptical of our own intuitions about self-defense and err more on the side of non-violence.

As a researcher with the Good Judgment Project https://goodjudgmentproject.com/ this is right up my alley.  I think there is room for improving prediction which can be used in planning, but I think you (and perhaps Perrow) are giving short shrift to decentralized approaches... the government's first priority should be aiming to avoid subsidizing risk-taking.  Because the government cannot politically precommit not to rescue people from their mistakes, they must instead force people to buy insurance.  The cost of the insurance will help deter people and companies from excessive the risk-taking.
There is a lot going on in America and the world today: climate change, increasing separation between the rich and the non-rich, entrenched poverty in cities, continuing effects of racism in American life, and a rising level ...

As far as I can tell, Atlas serves up the best Chicago-brewed beer. I loved everything I tried: the Hyperion Double IPA, the Reaper's Breath Dark Beligian Wheat, the Andromena Milk Stout! The food looked excellent but I didn't try it. Disclosure: I kinda know one of the founders, but I wouldn't review if I wasn't enthusiastic. The ambiance is comfortably classy. Highly recommended.
