Upconversion is well known. The problem is: "300 W/cm2" this could be never reached by conventional solar power that is somewhere in the 0.1W/cm²! Focus systems may have the density, but these systems are hard to manage.

Lots of very interesting research into making PV cells less expensive and more efficient.  It will be interesting to see where this ends up in 10-20 years.
