It's hard to know what kind of content to create without developing personas first.

It begs the question - Do you have to be you or do you have to "invent" a persona .
You should create different personas that need specific problems solved. In other words, it's identifying the motivation on why a potential customer would come to your brand or business as a solution to their problem.
