Lots of material on the web is frustratingly unusable to me because of incomplete or ambiguous dates. Examples:
2/3/04 (is February 3, (probably) 2004 in the U.S. and March 2, (probably) 2004 in Europe)
I use ISO 8601 style dates when it won't cause confusion. Last I knew the (paper) document describing the 2004 standard was on reserve in the Potter Engineering Library, Purdue University, West Lafayette, Indiana, United States. (I couldn't find an entry for the library document on the web though).
For example, 2015-11-22 is November 22, 2015 and 12:15 is fifteen minutes past noon.
