I love Google+ and Discussions but they are making my head spin a little bit. How will this group differ from the Facebook Public Media Group? Do we need two of them? Is the other one dead?

I think the fb group is alive and likely well.
I think there are a couple of differentiating features
-hangouts
-decreasing share friction:the ability to + anything in a search result directly to this group, 
-SEARCH: its perhaps the single most frustrating thing about fb groups for me
which might make this worthwhile.

I also wonder about the algorithm assisted declines in engagement rates on FB and groups as well (though i've also wondered quite often if anyone actually exists on G+)
That all said, I've tried to focus the discussion sections in a fwd looking way- re- what works and what could... slightly different than the catch-all at FB.
