Standard umbrellas are generally rather pathetic. 
I'm not so sure that this is a great idea,  I can see a sudden switch in wind direction grabbing this thing like a sail, possibly yanking someone into traffic.  Also removes more than 30% of your peripheral vision.  
Those are good points +Scott Mc strong winds could be an issue if they hit from the wrong side. Only way to really know is consumer testing. Which I would gladly participate in lol
I usually don't carry an umbrella, but wear a hat. EVERY time I walk down the sidewalk in rain, more than once, I nearly have my eye poked out by someone with a traditional umbrella who is navigating not by looking ahead but down at the edge of the sidewalk. If the wind is strong enough to yank someone into traffic, maybe they shouldn't be walking with an umbrella at all.
