A market place exists for intelligent adaptive processing where software at my university requests the processing of a transaction--with associated requirements as meta-data--and receives micro-second bids (like automated stock market transactions) to process the transaction.
Since this would operate on small batches--or even individual transactions--the system would automatically load balance between providers.
To participate in the market place a service provider must adhere to rigorous standards for security and reliability. This is enforced through a reputation system. Information on bad transactions is shared among customers so that providers have a major market driven interest in accuracy and resiliency. Worst case, a bad actor will only cause problems for the limited set of transactions it processed instead of the whole run.
What decade might this become a reality? The 2020s? I doubt very seriously much farther out than that.
