Reviewing a Business on Google Just Got Easier
 …and you don't even need to use Google+ anymore.

Google allows reviews to be published with just a Google account (Gmail, YouTube, Analytics, etc). The account can be either gmail or not gmail based, the requirement to have a full G+ account is now gone. They do still want to know who you are (first and last name), which could help prevent bogus reviews.

It would appear that Google is now allowing users with just a Google account to leave a review. The account can be either gmail or non gmail based. The only requirement being that they also leave use a first and last name but the requirement to have a full G+ account…

Lots of Unnatural Outbound Links warnings sent out over the weekend
   Many webmasters got a warning of an unnatural outbound links manual action being placed on their sites on Friday.
A few weeks ago, Google reminded bloggers that links placed on blogs in exchange for money, free stuff, or other compensation should have the rel="nofollow" tag. https://plus.google.com/+KerCommunications/posts/87qhg879hXHThis blast of warnings seems to be related to that since most of the sites reporting that they have the problem are blogs, particularly in the beauty, health, and other areas where link schemes like "link parties", link wheels and other exchanges are still a common practice.

Google Quality Rater Guidelines Updated Again 

  Google likes quality web pages. That is no secret. What escapes many people is how does Google determine "quality"?
Google uses actual human quality raters for experiments to assess the quality of the search results. The rater guidelines are meant to reflect what Google feels searchers are looking for and want to find when they do a Google search. While these guidelines don't directly affect the search algorithms, they show what Google wants their algorithms to rank the best.

It's not the secret sauce
The Search Quality Evaluator Guidelines are not meant to be a "How to Rank Number One In Google" guide, but you can gain a lot of insight from studying the official Google document.
