Google Gets Record $2.7 Billion EU Fine for Skewing Searches

It seems to me that the likely result is that all price comparison links will end up buried on page 3. but the question of whether Google is allowed to promote their own services is interesting. I don't know the details, but are they not allowed even if the business unit pays the going rate and gets the same ad layout (which is not, of course, what they were doing in this case).
