The idea of "signing over rights" to a child is much more complicated than having a document signed and notarized. The legal consequences vary from case to case and the executed document is only enforceable if it complies with the The Texas Family Code. Additionally, there MUST be an Order signed by a Court that has jurisdiction to terminate the parent-child relationship.

A man that is married to a woman who gives birth to a child is the child's legal presumed father until he signs a denial of paternity within 4 years of the child's birth. Failure to do so timely may create an irrevocable father-child relationship under Texas law that DNA test results will not trump.
